Vat settings per project

At the moment the VAT rate needs to be linked per client.

As the UK VAT exemption is dependent if for example the site has been empty for two years then they don't need to pay VAT on the construction work they're carrying out but the same client we have will have another project next door say where they are paying VAT.

We’d like to therefore be able to set which VAT rate applies at the start of the project instead of linking it to a specific client.
