Utilisation to take into account time written off

Utilisation only distinguishes between and project and a overhead task. If a team member goes over their budget or the billable fee available, in our eyes this time is no longer utilised time. It is in fact fee losing time which could be spent on fee earning on another project. If a team member has spent 30 hours in a week putting them at 80% productivity, when actually only 10 hours of that time was fee earning the utilisation is misleading and doesn’t uncover issues.
