Having a burn rate to compare to actual costs

At our company we like to take an average cost of all employees (the burn rate) and use it to determine an approximate amount of hours that should be used to complete a phase/sub project. If we could do this, that would be great! Also to then see in a report what the projected hours vs actuals are.
