Cost Migration > Split the permission to move time vs expenses

There is one permission for “can move time & expense”

Looking at our various functions (Finance vs Projects) this item has come up for discussion. Is there any way this “Permission” can be split?
We are tracking our time against certain metrics and cannot afford that for example, the finance team has access to change the time. However, I cannot exclude them to be able to change the expense where required with omissions.
