AI-Powered Duplicate Job Detection with Migration Prompt

When creating a new job, I'd like the system to automatically detect whether a project with a similar name already exists using fuzzy matching, so it catches near-duplicates even if the naming isn't identical. If a likely duplicate is found, I want a prompt asking: "There is already a project with a similar name. Are you sure you are not duplicating it?"

If a duplicate is confirmed, I'd like the system to ask whether I want to migrate associated costs, invoicing, timesheets, and expense claims to the existing project. If I confirm and have the relevant permissions, I'd like to be taken directly to the existing time and expense migration tool with the source and destination projects pre-populated. Where permissions don't allow this, the prompt should still surface so the right person can action it.
