Project List Filters on Custom Views

On the main project list screen (Projects > All Projects), we want to be able to see active projects for a certain team or project manager. Currently, when projects are filtered to show active projects for a specific PM/team, it shows projects which have another sub-project which is active, even if the desired PM/Team sub-project is completed, dormant etc.

The view created should only show the fees only associated with the filters ie PM or Team. Instead of the total project money.
